Arta is a good base for getting to know Epirus. According to This is Epirus, Arta is about one hour from Ioannina and about 45 minutes from Preveza and Aktion airport. I have no sourced distances for the other destinations, so ask about routes and times.
West and south
Preveza and Nikopolis, the Necromanteion of the Acheron and Parga lie towards the sea. Zalongo, with the monument to the Souliot women, is near Preveza.
North
Ioannina, Dodona, Zagori with the Vikos Gorge, and Metsovo are towards the mountains. Meteora is farther still, in Thessaly, and calls for an early start or an overnight stay.
